UNESCO World Heritage Site status: CLN seperates fact from fiction

The image of Kodagu, as a community which values its culture, heritage and forests, has unfortunately been severely dented by the utterings and actions of a section of people from Kodagu. Coffeeland News investigated the allegations of this isolated group and has come to the following conclusions;

It is therefore necessary to place all facts about the UNESCO Natural Heritage Site’ controversy’ before  you the reader who  we believe will seperate the wheat from the chaff.

Fiction 1: “Pseudo-Environmentalists” have secretly tried to get the forests notified as a UNESCO World Heritage Site.

Fact: The World Heritage Convention (WHC) is an International Treaty to which India is a signatory and the treaty has been ratified by over 177 countries. It recognizes the way people interact with nature and the fundamental need to preserve the balance between people and nature. The decision to scientifically identify and select Heritage Sites was initiated by the Ministry of Environment and Forests Government of India in the year 2002.  The Government at the Centre during that period was headed by the respected Bharatiya Janatha Party (BJP) leader Atal Bihari Vajpayee who was a statesman and a man of vision.  In fact the  Member of Parliament (MP) of Kodagu/ Mangalore (Loka Sabha seat ) between 1999 and 2004 was  Dhanjaya Kumar of the BJP. It is therefore extremely unfortunate that the present representatives who have been elected on the strength of  Vajpayee’s leadership appear to be spreading falsehood that “pseudo-environmentalists” are trying to create the status of a UNESCO World Heritage Site. It is a fact that the “pseudo-environmentalists” have endorsed the visionary decision of the Vajpayee Government which any way does not propose to curtail the bona-fide rights of local people. It is also important to mention that more then 40 sites spread across seven states (including Gujarat-a BJP ruled State) are in the tentative list and not Kodagu alone.

Fiction 2: That the existing legal and bona fide rights over land of farmers will be snatched away by the UNESCO Heritage Site.

Fact: This is completely false and the question of eviction of villages does not arise under the present law of the land. No International Institution can within the boundaries of a sovereign State like India issue notifications for acquisitions of private lands in the district of Kodagu or enact laws to evict people for creating a Heritage Site. It is only the Government of India and the Government of Karnataka that can act in this regard. Moreso, it is the State Government alone that has the power to acquire lands from farmers. Further, all existing bona fide rights of people over private lands, Jamma Malais, notified legal rights of way, permission for grazing etc. are continuing and no new  law is being created under the UNESCO Heritage proposal to curtail such bona fide activities.

Fiction 3: That “pseudo-environmentalists’; will get massive foreign funding  from UNESCO

Fact: UNESCO is a body under the United Nations and as per the present arrangement it is Government of India that is the State Party with which the UNESCO is working and only the State Party is eligible for international assistance. Therefore, there is absolutely no truth in the statements that are repeatedly being made that “pseudo-environmentalists” have got massive foreign funding. This is complete falsehood.

So, how does the UNECO Natural Heritage Site benefit Kodagu District?

The long-term conservation of the biodiversity of Kodagu district will greatly help the farmers and coffee growers.

1. It is scientifically documented that the forested mountains of the Western Ghats greatly influence the monsoon weather patterns. The forested mountains intercept the rain-laden winds of the South-West monsoon which results in rainfall that is vitally important for farmers and coffee growers. 2. The biodiversity rich areas of Western Ghats in Kodagu are also precious storehouses of valuable genes of disease resistant varieties of many food crops. It therefore acts as an insurance policy for farmers.

3. The forests not only prevent soil erosion but also re-charge water aquifers and greatly enhance flow of water in streams by preventing sedimentation and flash flooding of low lying paddy fields.

Environmentalists come together to clear the air on UNESCO World Heritage site

Environmentalists from different organisations have come together on a common forum to clear the air on UNESCO World Heritage Site after the fiasco during the visit of the IUCN officials.

They have addressed the following points contrary to what certain political and non-political  organisations opposed to the UNESCO world heritage site feel about the proposal;

  1. Only the State governments in the country which have the right to decide on policies pertaining to land acquisition and revenue matters.
  2. The proposal is confined to three thick forests and two reserve forests and the legal rights of the people living in these areas and on the borders will not be taken away.
  3. The report submitted by the Centre to UNESCO has not made any mention on curbing the rights of the citizens of using the land for agriculture, coffee production, pasture, road laying etc.
  4. This is the proposal of the Central government and not of the environmentalists.
  5. The idea was including the Western ghats in the world heritage list was the dream of former prime minister Atal Behari Vajpayee.
  6. If the sanctuaries are included in the Hertiage List, it will help to solve the Man-Elephant Conflict in Coorg.
  7. Those who are opposed to the proposal are supposedly politically motivated with vested interest to do so.

BJP will not let the wildlife reserves get World Heritage Tag

Ravi Kushalappa the convenor of Madikeri “Akrama-Sakrama Samiti” accused environmentalists for all the ills in Kodagu and said that such NGO’s should be banished from Coorg. He further added that ” BJP has demanded the district officials to banish such people working against the interests of Coorg “.

Speaking to reporters yesterday he said that if the natural sites in Coorg are declared as World Heritage Site by the UNESCO – it will endanger the lives of people in Kodagu.

His comments come after the officials of the prestigious IUCN(International Union for Conservation of Nature) who had come to prepare an report on the proposed sites, were heckled out of Coorg by some political and non-political organisations in Coorg.

Deccan Herald had mentioned in their news report on 19th that;

The protesters followed the team till their rest room and demanded that the foreigners should not be allowed to stay in Kodagu even for minute. They warned the Forest Officials of dire consequences if the team was not sent out of Kodagu immediately.

Though the forest officials tried to reason with the protesters, the agitators would have none of that and continued with indulging in unruly behavior in front of the IUCN & forest officials, not even letting the officials to have their food.

The disgusted IUCN officials had to head back to bangalore without having a chance to complete their report properly.

Most of the members who participated in the unruly protest are affiliated with the BJP in Coorg. ZP President V M Vijaya, Members Manu Muthappa, S N Rajarao, TP President H S Subhashini were also a part of the protest.

The Forest officials have blamed local political groups and vested interests for the ‘ill-informed’ agitation.

Advisor to Coorg Wildlife Society, Colonel Muthanna hit back all the allegations of Ravi Kushalappa and others stating;

We were unaware of the visit, we have nothing to do with their official visit. Those who are agitating against the proposal are either ill-informed or have vested interest in not letting it happen. To the best of my knowledge it involves many eco-fragile areas of western ghats in Karnataka, Kerala and Tamil Nadu. Though we did not propose to the UNESCO anything in this regard, we support it – if it will include the Talacauvery Wildlife Sanctuary, Brahmagiri Wildlife Sanctuary and Pushpagiri Wildlife Sanctuary. If these three wildlife sanctuaries are declared as World Heritage Site, they will be better managed and protected from vested interests in Coorg who in the name of development want to even rape the protected wildlife reserves in Coorg.

Coorg.com has found out that the proposal to include the 3 wildlife sanctuaries which are part of the western ghats in Coorg was proposed by Nature Conservation Foundation and Ashoka Trust for Research in Ecology and Environment in 2006 and seems to be backed up the central government. And according to the report it will only includes the area of the already existing wildlife sanctuaries of Pushpagiri Wildlife Sanctuary (92.65 km²), Brahmagiri Wildlife Sanctuary (181.29 km²) & Talacauvery Wildlife Sanctuary (105.01 km²), all of which are pristine rainforest’s of Coorg.

Kerala Govt starts work on Barapole Dam while Karnataka Govt ignores

The Kerala Govt has encroached upon Karnataka Government’s land in Kodagu and have started work on Barapole Hydel Project inside Brahmagiri Sanctuary.

The Government of Kerala has allegedly encroached upon an area belonging to Karnataka  in the border area of Kodagu, inside the Bramhagiri sanctuary, to construct a Mini Hydel Project.

The land in question is the area around the Barapole river in South Kodagu. The boundary markers have been moved twenty meters and construction activity has begun.

In 1908 the Forest Department had issued a Gazette notification in “The Coorg Gazetteer” demarcating the below(in pic) land as Reserve forest land, with the Barapole river as the boundary marker, with Coorg state on one side and Malabar State on the other. The Bramhagiri sanctuary  was notified in 1974 and the attempt of the Kerala Government to alter the course of the Barapole is in contravention of forest conservation laws that clearly state that land and water bodies will not be disturbed inside sanctuaries. The  Karnataka Forest department, though aware of the developments have decided to keep mum for reasons best known to them.

The Barapole project is joint venture between the Barapole Power Generation Company ( BPGC)  and the Kerala State Electricity Board( KSEB). The construction works was inaugurated on September 27th  2010 at Ayumgodu Village in Taliparambu Taluk .The  project has been sanctioned Rs 550 lacs  by the Government of Kerala,  and it aims to generate  21 Mega watts of power.

That Kerala Govt has claimed that  ” the scheme is within the territory of Kerala and agrees that “the catchment area is entirely in Karnataka”. Claiming further that..”No forestland is involved”.

This is not the first time the government of Kerala’s has mischievously attempted to generate power by dubious means while taking advantage of the resources in Kodagu District that borders Kerala.

Government shelved its plans. The government of Kerala’s mischievous attempts to
generate power by devious methods should be stopped immediately.

The Barapole that originates in the Brahmagiri hills of Kodagu has  overcome many attempts to dam it as well as attempts to generate power by the Government of Karnataka. Due to stiff oppositions from  locals and environmentalists, the Karnataka Government shelved its plans.

In the past Kerala Govt has even tried to ignore supreme court orders.

Lax Authorities turn Coorg into Dumping Yard for Kerala’s Waste

The rich rain forests of Kodagu  have been turned into a dumping yard by the civic authorities of Kerala.

Loads of solid waste can be spotted in the rain forest of Makutta Range that is situated on Virajpet-Makutta  stretch of

State Highway-91. It is suspected that these bags of garbage  are being dumped on the roadside  by unscruplous garbage disposal contractors from across the border.On the left side of the State highway is the Brahmagiri Wildlife Sanctuary and to the right is the Makutta Range of forests. The density of wildlife is quite high in these forests and animals have been observed foraging on these garbage mounds.

During rainy season, the wastes flow into the numerous streams in the region and joins Barapole in S. Kodagu. The wildlife drink this water, with unimagineable consequences

While it is mandatory for officials of the three departments,Forest, Police & the Commercial Tax to check every goods entering the State, the heaps of garbage stand testimony to the gross negligence& corruption of the authorities on the Karnataka side of the border.

Coorg, A dumping ground of Kerala?

Wayanad, the district in Kerala bordering Coorg was declared a “No Plastic Zone” recently. Now it seems the Garbage collected from across the border is being dumped in Coorg.

Wildlife Sanctuary & Reserve forest along the Virajpet – Makutta road are turning out to be a dumping ground for waste which seems to be originating from the district of Wayanad in Kerala.  The state highway which is highly used by vehicles from Kerala cuts through Brahmagiri Wildlife Sanctuary & Makkuta Reserve forest in Coorg. Both areas are pristine rainforest’s.  One can notice bags of garbage dumped next to the roads. It is suspected that goods vehicles from across the broder are bringing in the garbage and dumping it along the road.

It has been alleged by the villagers in the nearby areas that forest officials, police and the officers posted at the Makkuta check post are not properly checking the vehicles entering into Coorg through the border in Kerala.
